The Portuguese government introduced the D7 Visa in 2007 to attract retirees and individuals with passive income to reside in Portugal. This visa is also commonly referred to as the Portugal Retirement Visa or the Passive Income Visa. It is specifically designed for non-EU/EEA/Swiss nationals who have a stable and sufficient passive income, allowing them to reside in Portugal legally.
The D7 Visa enables holders and their families to obtain Portuguese residency, benefiting from Portugal’s healthcare, education, and legal protections while contributing to the local economy. Additionally, visa holders are allowed to engage in professional activities should they choose to do so.
To qualify for the D7 Visa, applicants must meet several requirements:
Non-EU/EEA/Swiss Citizenship: Only individuals from outside these regions can apply.
Stable Passive Income: Applicants must demonstrate a consistent passive income from sources such as pensions, rental properties, intellectual property, dividends, or financial investments.
Minimum Income Requirement:
Primary applicant: €8,460 per year
Spouse: Additional 50% (€4,230 per year)
Each dependent child: Additional 30% (€2,538 per year)
Clean Criminal Record: Applicants must provide a police clearance certificate.
Portuguese Address: Proof of accommodation in Portugal, either through property ownership or a rental agreement, is required.
Minimum Stay Requirements: Applicants must spend at least 16 months in Portugal during the initial two-year residency period.
The D7 Visa comes with multiple advantages, making it one of the most appealing residency options in Europe:
Holders of the D7 Visa can travel freely across the 27 Schengen countries without requiring additional visas.
The initial residency permit is granted for one year.
It can be renewed for two-year periods.
After five years of legal residency, applicants can apply for permanent residency or Portuguese citizenship through naturalization. However, passing a Portuguese language test (A2 level) is required for citizenship.
As a resident of Portugal, D7 Visa holders gain access to:
National Healthcare System (SNS)
National Education System
Legal protection under Portuguese law
Vocational training and employment opportunities
Applicants can bring their immediate family members, including:
Spouse or registered partner
Dependent children (including students over 18)
Dependent parents
Minor siblings under guardianship
Compared to other Western European countries, Portugal offers a lower cost of living, making it an attractive option for retirees and digital nomads.
Before applying for the visa, applicants must:
Obtain a Portuguese NIF number (Tax Identification Number)
Open a Portuguese bank account
To become a tax resident in Portugal, individuals must:
Reside in Portugal for more than 183 days per year
Declare worldwide income for tax purposes
Portugal’s previous Non-Habitual Resident (NHR) tax regime, which offered tax benefits for 10 years, ended in 2023. A new tax regime is expected to be introduced in June 2024, offering incentives for specific professionals and expatriates.
A NIF (Número de Identificação Fiscal) is required for all financial transactions.
A Portuguese bank account is essential to demonstrate financial stability.
Applicants must buy or rent property to prove a Portuguese address.
A rental agreement or property title deed is required for the application.
Required documents include:
Valid passport (at least 6 months beyond visa expiry)
Two recent passport-sized photos
Proof of passive income (bank statements, pension statements, rental income, dividends, etc.)
Health insurance policy (valid in Portugal)
Criminal background check
Proof of accommodation
The D7 Visa allows two entries and a stay of up to four months.
Within this period, applicants must apply for a residence permit at AIMA (formerly SEF).
Document Preparation: Approximately 1 month
Consulate Processing: Up to 60 days
AIMA (SEF) Appointment: Varies by location (15-120 days)
First Residence Permit: Valid for 2 years
First Renewal: Grants an additional 2 years
Second Renewal: Grants another 2 years
Permanent Residency or Citizenship: After 5 years of legal residence
Monthly expenses for a couple: €1,500 – €2,000
Housing costs vary by region (Lisbon and Porto are pricier than rural areas)
